Rwanda suits independent driving better than most of the region. Main roads are well kept, signage is clear, traffic rules are enforced, and distances are short. Kigali to Volcanoes National Park in Musanze is roughly two to three hours, and Kigali to Akagera, Nyungwe or Lake Kivu are comparable day drives. Rural and park roads can be rough, so travelers recommend a 4×4 for those routes, while major routes are generally in good condition. Local advice is consistent on one point: avoid driving at night. Roads are narrow and shared with pedestrians, cyclists, motorbikes and livestock, and it is poorly lit outside towns.
Typical requirements:
- Licence: Renters generally need a full physical driving licence, and an International Driving Permit alongside the original licence is accepted. Europcar says the licence alone may not be enough if it isn’t in a form they can read, so carry an IDP or official translation. UK renters should bring both parts of their licence.
- Age: One guide lists the standard range as 21 to 65. Younger and older drivers should confirm with the operator, since policies vary.
- Deposit and payment: Expect a security deposit, usually on a credit card. Check whether debit cards are accepted before you book.
- Insurance: Read the excess, tire and windscreen cover, and off-road exclusions carefully. Some policies exclude unpaved roads, which matters in the parks.

Rwanda is compact and easy. Volcanoes National Park is roughly 2 to 2.5 hours from Kigali on good paved roads, so you can do a short trip of 2 to 3 days. Permits cost more, but the logistics are simple.
Uganda is better value, especially if you want to add chimpanzees, Queen Elizabeth National Park or Lake Bunyonyi. The trade-off is distance. Bwindi is a long drive from Kampala, typically 8 to 10 hours, and the last stretch is rough. Many travelers fly via Kigali and cross the border. We make the trip easy.
Renting a 4×4; For Rwanda’s main tarmac routes, no. A 4×4 is useful for Volcanoes’ final approach roads, which can be muddy and steep. In Uganda, especially Bwindi’s Buhoma, Ruhija and Rushaga sectors, a high-clearance 4×4 is strongly recommended. Rain can turn the roads into slick red clay.
Self-drive vs. driver. Hiring a car with a driver-guide is the most common choice, and for good reason, Local drivers know road conditions; fuel stops and park logistics, Driving after dark is risky in both countries, so plan arrivals for daylight. A driver-guide often costs only modestly more than a self-drive rental once you factor in insurance and fuel. If you self-drive, expect to need your home license, and an International Driving Permit is wise. Rules on foreign licenses can change, so check with our team for the relevant authority before you go.
Expand your adventure from Rwanda through East Africa.
Pick up from Kigali and drop off at any desired location around East Africa. Choose camping with rooftop tents.
For cross-border trips, ask the request in advance, so that we prepare for you the required documents to cross over the border with our vehicles. You generally need the vehicle’s registration documents, a letter from the owner authorising the crossing, and proof of insurance. If local cover isn’t arranged, COMESA (Yellow Card) insurance covers Uganda, Rwanda, Kenya and Tanzania. Expect a cross-border fee, and confirm that hand-over in another country is allowed because we allow one-way drop-offs in Uganda, Kenya, Tanzania or Rwanda.
Travellers also need valid visas. Rwanda, Uganda and Kenya also have the East Africa Tourist Visa, but rules change, so verify current requirements before travelling. Carry your passport, driving licence (an International Driving Permit is safest) and the rental papers at all times. Avoid night driving where possible, watch for motorbikes and pedestrians, and allow extra time at busy borders like Gatuna/Katuna and Rusumo. Costs, policies and entry rules change, so confirm everything directly with us and the relevant immigration authorities.
Are you travelling for a wildlife holiday, a weekend getaway, or business? We offer a wide range of vehicles with flexible rental rates. Extended rentals benefit from substantial discounts. Whether you’re touring Rwanda or crossing into neighbouring countries, our competitive prices and dependable service make your journey both affordable and seamless.

Generally yes. Foreign visitors are advised to carry an International Driving Permit (IDP) alongside their valid national licence. Rental counters and police checkpoints may ask for it, and photocopies are not accepted, so bring your original licence.
Sources disagree. One says a valid IDP with your national licence is accepted for up to six months after entry, while another says an IDP is accepted for one year before you must get a Rwandan licence. For a normal holiday this doesn't matter. For a long stay, confirm with Rwanda National Police.
Carry your licence (plus IDP if needed), the vehicle registration document, valid insurance certificate, and your passport or national ID. Police may request these during routine checks.
Rwanda drives on the right. Uganda, Kenya and Tanzania also do not all match what some visitors expect, so if you're crossing borders, check the rules for each country. Uganda, for example, is driven on the left side of the road.
The legal age for a private car is 18, with a valid licence. Rental companies usually set their own higher minimum age and may charge a young-driver fee. A deposit and a credit or debit card are typically required, but terms vary, so ask when booking.
Basic cover is often included, but check the excess (deductible), tyre and windscreen cover, and what happens with off-road or unpaved routes. Ask for the terms in writing. Cross-border trips need extra cover
It depends entirely on the company. Some Rwanda and Uganda operators allow it. One Kampala-based company says it allows border crossings to Kenya, Tanzania and Rwanda but needs advance notice to arrange COMESA insurance. Many standard rental terms don't allow crossing country borders, so ask before you book.
Uganda, Kenya and Tanzania are the most common, and many companies in the region offer cross-border hire to these. Burundi and the DRC are far more restricted. For Burundi, one operator advises checking your government's latest travel advisories before driving. In my experience, rental companies rarely allow DRC (e.g. Goma) at all, but confirm directly.
- Car registration documents and a letter from the owner authorising the crossing.
- Proof of insurance, with COMESA insurance (the yellow card) as an option covering Uganda, Rwanda, Kenya and Tanzania.
- A visa if you need one. Most East African countries issue visas at the border, but arranging one in advance is safer.
- Allow extra time at the border for customs and vehicle checks.
One-way hires between countries are possible with some companies. For example, one operator allows starting in Kampala and returning the car in Kenya, Tanzania or Rwanda. Expect a drop-off fee. Rwanda's roads are generally well kept, which makes it well suited to self-drive trips. Roads can be hilly and winding, though, and speed limits are low and enforced. Fines and checkpoints are routine, so keep your documents handy and avoid night driving on rural roads.
